Black & white swallow tail flag - a fake of what?

I have looked all over trying to find out what this is supposed to be. The details of the grommets alone make me think it's a fake, but a fake what? I just cannot find anything even close to this. It is about 28 inches wide on the hoist side (where the grommets are).

IMO, based on construction & bogus stamps.
Saw these decades ago, but this is the 1st in awhile.
IMO not a repro of something that ever existed, but
rather a fantasy based on RKF & command burgee.
