What do you mean by "individual" (what kind of license). Is C&R sufficient to own one, if you find a class 3 dealer who will transfer if for you from other state. Can you have them in Illinois under C&R license?

Jack, all of my experience is with SBRs and silencers, but I believe the class 3 works in a similar manner - you find the gun you want, pay the dealer who then sets you up with the paperwork for ATF. after all the t's are crossed, fingerprints are taken, and local police chief recommendation is ready, send everything (and your tax stamp fee)to the ATF and wait until they get to it. they seem to be faster lately. then when your approval comes back, go back to the dealer for the gun. Class 3 firearms are very expensive (my opinion) and I dont know exactly how long you would have to wait; also I do not know if Illinois has any preemptive laws (maybe get on the phone with Barack Hussein and ask )
Hopefully another member with more class 3 knowledge can add to this.
