One can argue about the engraving.
Grammatical it is NOT correct as it should be Ehrenzeichens (with an s at the end).
It seems also odd the shortened Verleihung. It would also be very normal when having
said April instead of the IV. But it is possible as it was done occasionally.
About the grammatical mistake/error (confirmed by a friend and 3. Reich authority):
is precisely of the kind that a native speaker would not make, but that someone not
