The owners name was cut out of the sweat liner (yellow)
and also the liner was partially removed and edges of liner remnants neatly hemmed (red)
Probably done to make the cap more comfortable...less hot without a full liner!
What remains of the liner in the crown area does show some stamps...numbers...
Its no doubt French production with French made insignia (similar to French made Kriegsmarine insignia)

German made OT caps had standard BeVo made OT insignia.
Could be Dutch too I guess..."Werkdienst Holland" cap?

86XC ( extra short ) stamping is a size for a jacket normally , so a reissued liner also .
