I think it more likely that the eagle is reapplied (it appears simply tacked on with unusually loose stitches).

Hi Peter,
Thanks for posting additional pics of eyelet.
The soutache for me is unusual in type of fabric used and thickness , perhaps a variation acceptable to other collectors.
I am still a little out on this one although the cap may be correct the insignia looks reapplied IMO.
