Opinions on Heer Tropical Cap..

I would like some learned opinions on this cap. The cockade is sewn through the lining so I would have to suspect that it and the eagle are replaced? The crommets are not typical in the way they split but I have sent extensive pics of them to Ralph Heinz and his opinion was that they were good...
