It is certainly an attractive hat. I think it is worth slightly more than the sum of its parts- even if you had the parts, it would take a lot of skill to fabricate the hat to look as good as this one. Like field-made camo items and EKII to KC conversions, authentication is simply not possible without really solid provenance.

The visor has definitely been restitched and it appears the velvet band at the rear has come undone at the base.
