These caps were not exclusively used by the Diplomatic corps. The same uniform was worn by members of the various Reich Ministries. The title in the cap would suggest that this cap was probably owned by a member of the Reichs Department for Land Survey which was one of the departments authorised to wear the uniform. To the best of my knowledge these hats were worn at state occasions and similar events where protocol required them. They weren't worn as service caps as such.
The caps for Eastern Officials were of a different style.
This is a rare hat as stated above and I believe a museum quality restoration of the sweatband to prevent further deterioration would be more than acceptable and should only have a minimal effect on price.
