Look at the post I send a couples days ago about the H. AURICH LW buckles, I have included one picture of the marking you are talking about.

Hello Gene and Marc,

All the Heer or Luft web tabbed buckles that I own, or have seen, were either made by "HA" or "GB" for Gustav Brehmer. And, they all have been dated either '41 or '42, with the '41 date commonly seen on the web side of the buckle. I am sure this is not conclusive, just my observations.
