So, if this is correct, you could safely consider those as die flaws.

As a rule this is how these buckles are catagorized- Aluminum Matt gold finish, Water Police; Aluminum Matt gold with polished Swastika and lettering, water police or possibly Police General's buckle( personally I feel these are just high end Water Police buckles; Heavy metal matt gold w/polished swas. and lettering. Police General's buckle; Heavy metal bright gold , also General's but usually the polished model with the gilding worn off.
