I believe Glenn is most likely correct on this assumption. The secondary photos posted by Lenny do show what appears to be a possible KM buckle beneath the feld grau paint. Again, without buckle in hand it is difficult to ascertain when paint might have been applied but from the photos is does look period done. Even if period repainted, it does not look like it was worn. Another assumption also is do to materials being in short supply, any excess inventory was used where and when necessary. Repainting KM buckles for use by the Army makes perfect sense and I believe this was discussed in a thread a few years back.
