    So, are you saying that what I am seeing on the reverse side of those buckles, is another type of a dulling coating, (not the same as the finish on the front, but still something that was applied to the back that can be seen)?

      What you are seeing is just light reflection, there is absolutely NO paint coating, dull or shiny. Nothing. Just light reflecting when picture was taken. Of course, if the buckle was worn, friction with the leather could have buffed the flat areas of the buckle where light could reflect differently on those shiny areas, but it will still be shades/effects due to photography instead of paint/coat.
