A better picture is needed before I can say for sure, but the combination of RZM logo, "63" and "GES. GESCH." is possible for an original badge.
If original, this NSV badge was made in the first half of 1935. The RZM logo became mandatory on Jan. 16, 1935, and manufacturer numbers were first assigned in March, 1935. The "M" code prefixes were finalized shortly after that. This badge would date from that short period. "63" (later M1/63) belonged to Steinhauer & Luck. Steinhauer & Luck was busy during this early period, as you find many of their badges marked this way (especially Frauenschaft badges).The NSV's insignia was under RZM jurisdiction.
"GES. GESCH." means the design and use was legally protected and manufactured under license. The RZM system made this redundant since the RZM was a complete licensing system, and many manufacturers dropped it from badges. Some kept it, especially on early badges.
