Hello Curt, I may be wrong but going on the design the ones encountered blank are likely to be unissued examples if this is the case I would think a numbered example is far more desirable, even though blank versions will be scarce to find

Hello William, thank you for posting such a great Text Book example. As you know this Design was also used for other Badges. Below is an example (already posted) of the Flugtag Badge for the Chemniz District.
