I believe the centre may have come off and been replaced slightly off centre due to the heat used in the repair to the back.
Robin Lumsden has a Golden Party badge with the centre slightly off and he says that some were manufactured this way.
The badge is certainly an original.

Because your badge has what is called "rotograving" and not the normal stamped numbers.
My personal feeling is that these are replacement badges made without a number. When someone loses their badge and requests a replacement then the factory engraves the number on as they can't stamp a number on a completed badge.
Could also be due to the fact that it was a quicker method to engrave them, but either way they are a later badge more so than early.
The badge is worth what the seller is asking for it as he has priced it fairly.
