Mike, I agree it appears to be Nordic in design. I know the WHW had a set of swastika symbols used by ancient Germanic tribes this could be connected to that set.

WHW Sachsen (Gau 27)

Four in the set, (16 if you want one of each colour). Leipzig, Professors and Students day, 23 and 24 January 1937. Oval patterned shape, Round pattern shape, Swastika with Horses heads facing Right, Swastika with Horses heads facing left. Leather in Blue, Brown, Green and Pink.
