        this type of oval would not fit within the wreath. The size is too big.
        Further their is no cord around the anchor.
        Catalogues show the oval to be about 4.5 cm. high; the wreath has
        an opening of about 2.3-3.0 cm. Steinhauer & Lück made an insignia
        that is about a look-a-like and has en anchor within a wreath. The
        one side is laurel, the other side is oakleaf. But this is not the insignia

          I was referring to the man at far left in the 2nd photo--the object on his cap doesn't appear to be an anchor.

                sorry, I misunderstood and yes the man is wearing such oval as often used by sailing clubs and during events. There are many forms, especially the pennants.

                  I believe every separate boating club had (and has) its own pennant and the pennant designs were also made as miniature versions for the cap or lapel. So, even if this man is not wearing the same oval badge as pictured, it does appear to be a similar insignia from some other club or group.
                  And RonR, I'm not only amazed that you seem to have an example of any specific item that is discussed, but also because you can lay your hands on the specific item in such a short time!

                    In about 1938 there were about 122 motor-yacht clubs (with 2,220 members) and 450 sailing-clubs (with 20,550 members).
                    Further there were 716 clubs for rowing (with 47,930 members) and 1,125 canoe-clubs (with 44,200 members). You can bet
                    they all or practically all had their own insignia, either a pennant device or an oval with indication.
                    All of these motor-yacht or sailing clubs were taken together in their own union: Deutscher Segler-Verband and Deutscher Motorjacht-Verband.
