If I was threatened with prosecution, it might be wiser to just destroy the book, considering possession of it, with name included might be a problem. To just get rid of the photo makes little sense.

Sure but it did happen from time to time especially for "sensitive" membership books. And the photo removed could also have been used for another document post 1945. Even 70 years later family members - who sell TR documents of their grandparents - are sometimes afraid to let the photo or the name inside...
