I would like to point out that the Reichsminister's horseshoe was both the 4 stars across AND the three up one down variety as well. You will find photos of both styles being worn by Reichsministers. It was just a variation and not a separate issue. Guertner, Krosigk, Terboven, Darre, Funk, Seldte and Hans Frank wore both versions. From what I have been able to determine the 4 stars across was replaced by the 3 up 1 down because the 4 stars across was hard to see -- the stars being too "bunched" up together.

Paygroup IV B

There was also a lower group in the General Government of Poland that we will call group 4-B

The logo had the same design as Groups 3 and 4 but with a single thin line around.

To clarify that the badges for officials posted on the General Government of Poland had gold embroidered badges on a dark brown background, but officials from other Administrations and later assigned to the General Government of Poland wore the same uniforms (Black, Dark Blue, Gray, White, feldgrau) but most also wore the OST cufftitle and badges with the same background as their uniform.

We must also name a lower rank that seems to have existed in the General Government of Poland, which we will call IV-C

This design was showing the eagle of the Third Reich and three, two or one stars with no lines around but there is no photographic evidence of this

Make no mistake .... 4 Parallel Stars for Ministers, Three Stars Up and One Down for Department Chiefs.

Meissner was not a Minister, although on occasions, when the Minister was not present, the Minister was acting. Nor was Minister Seys-Inquart.

When Hans Frank represented the role of Minister he showed 4 parallel stars but normally he wore uniform with the insignia own of Governor General of Poland (Three stars above and one below). Not only do I assure you, read page 83 of Angolia's book "In the Service of the Reich"

I repeat: Frank was never a Minister, but he was sometimes Minister. Neither was Minister Meissner nor Seys-Inquart who always showed the insignia of three stars above and one below

Meissner: Präsidialkanzlei (President of Chancellery) and State Ministers...(A rank similar but lower than Reichsminister)

Hans Frank, Frik, Neurath, Schacht and Seyss-Inquart: Reich Ministers without Portfolio...He is an alternate Minister or a Minister without a Ministry for which he is responsible.

The insignia with three stars above and one below would show a Minister without portfolio so you may be right and I would also have it in cases like that of Meissner...

I want to clarify that I am also learning and what I have published here is what I understand as classification of the insignia of the Third Reich for government officials
