The small leather flaps/backings to the cross strap fittings were standard for 1930s Army and Luftwaffe officer cross straps. They helped protect the uniform from abrasion and discoloration that could be caused by contact with the fittings.
Checking around the web, it appears Bulgarian Army Officers used the same pattern belt and cross strap as those of the Wehrmacht, but most of the Bulgarian examples seem to be made of thinner leather, as this one is, than German examples.
