Erhard Huber is listed in the Patzwall book's Official Proposal List VIII of 27 June 1939. There is a Karl Huber that Patzwall has confirmed with the award of Blood Order 1992. Erhard is listed as from Gantsbach b. Dt. Griffen in Kärnten but provides no BO number. That is a problem with identifying Second Generation Blood Orders. I trust there is some additional documentation provided that identifies Erhard Huber as having received BO 1989 as you write. Sometimes the association can be found on a NSDAP party file record card or perhaps in correspondence with the Party Treasury.
I have a second issue BO that came with an award document in the red leatherette folder. The auction house sold the BO and document as being from the same person. But there was no evidence that that was the case. I had to research the bloke and found his party card stamped with his BO number. He was listed on the August 1939 proposal list in Patzwall's book.

But like I wrote, there was no connection of name and BO number. Back then you arranged your own research with the National Archives.
