i agree with above comments. I think the attributes were added later. I would have expected to see a brown eagle on wool cloth on a coat too.

I do know that a number of unissued NSKK mantels were found in what was East Germany back in the early 90's.
All had no insignia.

This one might be from that batch as well...
(in mint unissued condition with no insignia)
