That's a saalflugmodelle , a type of model airplane designed to fly indoors only. It is powered by a rubber band, with a highly effective propeller that rotates at a slow rpm. These flew very slowly and were precisely trimmed to gradually climb in a big circle all the way to the ceiling, circle several times and when the rubber band ran down, the little plane would slowly descend in a large circle, back to the ground. The competition was about endurance, meaning how long the plane could stay in the air. Along with several other factors.
I don't have plans for the TR versions, but there are modern versions available that are nearly identical in appearance and performance. I've seen them fly, pretty amazing. I'm sure I can find the plans or a kit if you are interested.
