The marking looks correct for the apag eagle , also the known examples have a 3 stud configuration. I am no expert on these but it looks correct to me .

It should have threaded mounting studs.....These were often sawed off to remove from a railroad car.....Can you see where it appears to have had any sawing done where the mounting studs would've been?.....It looks good at first impression but the tapped holes are throwing me off, but may have been added later......Bodes
