It's pretty hard to tell--this could be pre III. Reich, III. Reich, or postwar, but I'd say it's not an issue or official drum, but rather a model that could be purchased by anyone from a music store. The rims are correctly mounted but incorrectly painted for HJ, but every company, town, bowling club, shooting club, cigar smoking club, plumbers' union, etc. etc. etc. had a band and used whatever drums that were donated or purchased. Also, most family and youth magazines have advertisements for instrument sellers and picture snare drums, along with accordians, harmonicas, and bugles as popular instruments to buy. The rims were likely incorrectly repainted, probably long ago.
The problem with musical instruments is that they really have not changed over the last 100+ years. We know what the regulations are for issue items, but the civilian stuff could date from 1900 or 1955, and they'd be exactly the same.
