I noticed that the band on the visor is velvet. Not out of the realm of possibility, but not regulation either....

This just popped up on a dealer site, and is a great study on a Diplo greatcoat, in this case for an ambassador. This coat was once the property of the Ambassador to Sweden, Prinz zu Wied (he was replaced by Hans Thomsen in 1943). He was a member of the House of Wied, a prominent aristocratic family from Rheinland-Pfalz:

Those fire-gilded buttons are absolutely gorgeous:

Note the zig-zag stitching to the revese of the collar, and how it matches the lapels--this is a high-quality wartime coat:

Looks like a lot of sun-fading--gray is much darker under the cuffs:

Tailor compay was a Hoflieferant--a purveyor to the royal court:
