It is some memorial stone from Scheveningen(that's near the Hague) in Holland.

Yes Great Find!! Dank U Wel Too bad I didn't have the photo and this information when I was working for the US Army in Rotterdam. I've driven through Delft, Scheveningen, and Den Hague many times which was not too far away. During the week my postal workers (sometimes myself) use to pick up our mail from the US Embassy. I lived in Nieuwerkerk aan den Ijssel for five years and I departed Holland in January 2012. I miss my Dutch friends and the markets.
