Stickpin Identification

I received this photo as a freebie with some other photos I ordered. Can anyone identify the stickpin the young man is wearing in this lapel?

It looks to me like a Luftwaffe eagle. Could it be the Luftwaffe civilian employee's badge? Although he looks kinda young for that. Could it be something that a Luftwaffe man would wear when in civilian clothing?

Helden, I agree that it is the stickpin a member of the Luftwaffe wears when in civilian clothing and not the civilian employee's badge. Thanks.
