Hello! Looking for help with translation of this text that was a part of Tagesbefehl Nr 81/45. Walther was former Imperial Russian Army ensign who served in Polizei-Btl. 'Ostland'. Thanks in advance!

I try a translation:
"The former Estonian Oberleutnant Walter Taliste, born 8.9.1893, is recruited, with effect from
10.2.1944 as Weapon-Obersturmführer at the SS-Hauptamt - SS-Ersatz(Replacement)
Kommando Estonia. ...and with effect from 1.2.1945 at the SS-Hauptamt. Amt D I removed.
Entering into office has already been completed. Proposal/recommandation has to be intended to
the Personalstelle (personnel department) til 5.4.1945
