His first name is Franz. The diminutive form “Franzl” points to Southern Germany (Bavaria) or Austria.
Will be hard to find out more. Maybe the collar patches could help.

Special collar patches were manufactured for the newly created SS-special units ... like SS-engineer units ... These displayed the respective unit. They were modified in 1934.
Engineer units with the letter “P” and after 1934 with crossed pick and spade.

So Franz was probably Sturmmann in the SS-Pionierbataillon 14.
