Not signed by the Police, and it is incomplete. Believe it or not, it's about nudity in the arts. Here we go:

[...] "in order to then crusade against the alleged immorality of National Socialism. Doing this is really not difficult for them, as nobody can prohibit them from claiming that the exposure of the Nigger dancer Baker* or other female "artists" of a cultural period that we have always combated is fundamentally different from that kind of nudity that is nowadays displayed as "art" in one place or the other.
Therefore, those profiteers, who so misunderstand the healthy endeavours and the natural attitude of our time, are not only tasteless outsiders, but pests who provide the enemy with the weapons for his assault against the National Socialist World.
Their harmfulness tops everything and simultaneously reaches the peak of insolence if they illegitimately refer to the cultural will of the state. Against pests of this kind, only one thing can help - the Police
    ."

*) Josephine Baker, obviously. Sorry for the N-word; I am only quoting...

      Thanks HPL2008,
That was very helpful. It was from an issue of the SS newspaper, Das Schwarze Korps. It was in the center of a page filled with mostly naked girls, with the heading; "Geshaft Ohne Scham", or as you know, "Business Without Shame". Actually I think that that was the beginning of the text that you translated, with that it is complete.
I will add here a scan of the page with the text below circled in red.
This is all very interesting! thankyou very much and Danke Schon!

The front shows 6 Germans in Brixen (Brixen is located at North-East Italy) August 1943 that probably received and wear their new uniforms.

Here is the front of the picture:

Thanks for sharing. Nice shorts ! Unfortunately the handwriting on the others is really tough to read. Maybe the actual pictures could provide a clue ?

It is possible that the writing tells the place these pictures where taken (it has to be somewhere is Russia) thats why i need so bad to understand the writing.

                Front of n3 is this:
