I don't read nor speak the Russian language but could it be that the same text is written in German (page 15) and Russian (page 14) language ? Some elements as the date and "A.O.K." are the same in both.

The passport is valid for all German states and for the Kindom of Belgium. The date should be 10 January 1803 but cannot read it exactly.
