Actually, I believe the document says something slightly different.
The sender, a Jungmadelhauptgruppenführerin named Martin, who was the Wartime Chief of Administration for Bann 94 in Jena, sends a note to the Wetzelsche Forest Administration Office in St. Gangloff. She explains that for the Summer 1944 War Harvest Camp in St. Gangloff the Hitler Youth needed two large baskets of firewood for fuel for cooking. The wood belonged to the Post House owner , a woman named Mylius. The total amount of wood came to about 1/2 meter. She asks the Forest Administration to calculate the bill for such an amount of wood and send it to her.
One the reverse the Forest Administration replies they have forwarded her request to their Central Administration Office with their own request that the Central Adminstration Office calculate the value of the fire wood and send a bill for that amount to the sender at Bann 94 in Jena.
Presumably, with such a bill in hand the Bann 94 Administration Office can then pay Mylieus for the wood.
Note that the date of the camp was Summer 1944 but the date of the letter is January 1945. Clearly the letter referred to something that had already taken place.
