Those guys are wearing Romanian headgear, and the weapons aren't German ones. They are probably survivors of the recent fighting in which Stalingrad was isolated. By the time of the photo, they were with a German unit, and were portrayed by this German photographer.

                        Protecting Denmark and Norway.
The OKW announced the following report from 9 April 1940: "The German Wehrmacht has taken up the defense of the neutral countries of Denmark and Norway to confront the British attack which is underway on these neutral countries. The Germany Wehrmacht has taken over the armed protection of those countries. To do this, strong German forces in all parts of the Wehrmacht have landed this morning in both countries. Extensive mine barrier were laid to protect these operations." While the protection of Denmark was an agreement without a war with the Government, the protection of Norway had to be fought, in part, against some misguided Norwegian people. Overcoming the obstacle, which resulted from the terrain of the country as well as from the contours of the land and water, led to heroic deeds by all three parts of Wehrmacht which have been ineligibly entered into the history book. Today, Norway and Denmark represent insurmountable bulwarks of the European continent under the protection of the German Wehrmacht. Our picture shows Norwegian mountain riflemen combating German infantry in association with a Panzer in the rugged and snowy terrain. This is a picture from the battle in the attempting to come to Norway's defense.
