I think that is :
SS-Obergruppenf******252;hrer und General der Waffen-SS und der Polizei Hans Rauter. H******246;chste SS und Polizeif******252;hrer Nordwest. (German Higher SS and Police Leader in Holland)

I do not see any umlauts in that signature, a dash above a "u" to indicate it as such!
It is not Kr******252;ger's signature...below is an example from Andre H******252;sken's web site.
Another indication would be, Kr******252;ger was SS Obergruppenf******252;hrer und General der Waffen SS, where the signature above is SS Obergruppenf******252;hrer und General der Waffen SS und Polizei....which Rauter was!

That's Walter Krüger Ian, not Friedrich-Wilhelm who was indeed a General der Waffen-SS und Polizei. A dash can often be seen indicating umlauts in sigs but i suppose it could also be a disjointed cross of a t. It's certainly difficult to see a g there.Collecting German award documents, other paperwork and photos relating to Norway and Finland.

That is not an umlaut. It is common in German signatures of this period for people to insert small dashes above their names where no umlaut exists in the lettering. A good example is in beerlover's post on Kesselring's driving license. See http://dev.wehrmacht-awards.com/foru...d.php?t=185792
