I agree with Pete -- as soon as I saw this photo, "Reichsnährstand" came immediately to mind. The logo of the National Food Estate was very similar to this design.

How the heck did they keep their caps on their head cocked so far over to the right?

The boxes above with a helmet and a knife(?) look about to fall over onto the German soldier writing. Did it?
