May 20 - 02 - NSKK?

The cap is an SA-Lagermütze...note button on front of cap. He is wearing an political leaders uniform.

I think me too is a NSKK uniform.

No, I do not think so, as the eagle upon the cap is the SA version triangle and not the one as for NSKK.
Maybe he was at an Ordensburg as the tunic has no collar-patches.

Todd & Wilhelm...Thank you for your input in helping ID this rather unordinary combination of cap and uniform. This is something I do not normally collect but was mixed in with other pics so off it goes to a friend who likes these kinds of photos.
