Looks like long hair at first, but I believe it is the mosquito netting you are seeing.

John,

As stated by OSS they are wearing mosquito nets and traveled as light as possible into swamps and fairly remote forested areas where the Partisans tended to hide. Long hair is not so unusual with the younger soldiers but the more seasoned veterans know better. I don't think they were trying to hide during search and destroy patrols the Russian mud, thick brush & forests will pretty much do that for you.
