Sammel-FpN 00821 had its distribution center in Lüttich (Liège) in Belgium from 1942 thru 1944. It cover some 24 different units. Assuming Altenburg was a Dr. med., the only unit among the 24 that had a medical connection appears to be the Heeres-Erholungsheim Laroche. This would have been a convalescent home where wounded were sent after leaving the hospital. I do not know off hand where Laroche was, but it's probably near Liège.
On the other hand, Altenburg could have been a Dr. jur., or a Dr. phil., or a number of other possibilities.
