Pilot/Observer unmarked (good?)

I have an opportunity to purchase this pilot observer badge from a private seller. Can anyone determine if this is a good piece and who the maker is? Also, is this maker considered common or rare? Would you consider this to be above average condition since it still has a good portion of the guilding? Thanks.
