I tend to think the early P/Os and Ps used silver birds and tombak (maybe silver) wreaths. Later, of course, all tombak.

...silver as in sterling silver? It would make sense, sterling was in wide use on military decorations all over the world. Germany shouldn't have been an exception. The only thing is, if they did, why no sterling silver mark?

Well, they certainly were an exception in the TR era...
During the TR period '800', '835', '900' and '935' grade silver are encountered. Sterling silver is 925 grade.
Many early luftwaffe awards used 'German Silver' which had no silver at all ( I believe it was nickel based and called 'neubsilber') but was a consistent colour throughout. So unlike plated tombac, no matter how worn, it always looked silver.
