      You are right about the fact that the two badges could be awarded for similar acts and accomplishments. The difference is, however, the type of ship where these sailors distinguished themselves to receive the award. The High Seas Fleet Badge was awarded for personnel who served on traditional fighting ships such as Battleships and Cruisers. The Aux. Crusier badge was awarded to the crews of special attack ships - these were cargo ships converted into fighting ships, secretly carrying guns etc. for preying on unsuspecting merchant ships.
