Just read the two pinned poll threads on these:

..and you can see how opinion has shifted over time.

In the earlier poll 49% said wartime and 20% said post-war, whereas in the more recent poll 36% said wartime and 50% said post-war, and there are still 14% undecided. At the very least, they are cast production and not German.

Everything that can possibly be said is covered in those two threads so just study them and make up your own mind about the time of manufacture.

At any rate, the one you posted is a typical example of the "French-made" Fleet badge and not the more modern fake of that type.
