I agree with your logic, life rune does not necessarily mean that an item is NSF related.

Light blue/greenish is not a typical color for NS armbands.
I recall seeing light blue RLB EM armbands, other than that I'm drawing a blank, and cannot determine if this is a poor copy or outright fantasy.
