I guess I'm very lucky when I decided to go after the PAB's and not the IAB's

This one only makes it more of a puzzle. Top crimp comes very close to the one used on the second late war sc Zimmermann.

The catch crimp does remind me of what you see on the so called S&L PAB.

So I guess I leave it up to you to determine the maker

We don't even know if the so called Zimmermann PAB's were made by Zimmermann. And on the other hand there is a whole range of IAB's marked Zimmermann. So my conclusion would be "not zimmermann"

Here is the so called Steinhauer & Luck. The only link to S&L is that one example once was found in a packet marked S&L

IMO it's impossible to compare eagles on different badges like IAB's and PAB's because the underlying design of the badge is completely different.

However my best guess would be that the reverse of the IAB you posted is an exact match to the crimping used on the S&L PAB. Is it?

The first one you posted probably is the most common crimp also encountered on PAB's and Heer Flak badges. The second one is yet another new combination at least to me.

I think it's interesting trying to match up those crimps but I wonder if even one and the same manufacturer couldn't have used different type of crimps depending on the badge.

So unless we find perfect matching crimps and at least one mm badge (like the L/53 IAB's an PAB's) all we can do is speculate on possible makers.
