I was looking at a couple of my Ost medals, & noticed a flaw on one that got me thinking.
What I noticed is that the "/" between the 1941 & 42 dosen't appear to be there at all, only a faint shadow, but no perceptibly raised slash.
Also the left leg on the "A" in "WINTERSCHLACHT" appears to be raised or "kicked" up underneath it.
So basically is it:
a) A maker's defect, something unique to a particular maker,
b) A manufaturing flaw, something that happened to this particular medal during the manufacturing process or
c) It's a fake & not worth the metal it's made of.
