this medal bar is very odd...

It also doesn't match up with the one in the photo.

If by some miracle he had the 40 years service and was still was Rommel's driver he would at a minimum have to be at least 55 years old in 1938 to get it assuming he started working for the Government at age 15 which would be the minimum age to join.

I might be wron but this combination is not impossible as I think the regs only allowed for the max of Three Long service medals at one time the WM taking precedace over any other.

I have seen good bars with two WM service gongs and a customs and police service as well and at least one bar with a 25year cross and 4 year WM los

No African Campaign medal either (though that's not necessarily a deal breaker but if I was going to concoct a story like that and threw a desert photo of Rommel in as well, I would have added it).
