Hugarian and Romanian helmets had also a similar finish.
It is strange but it has a early liner.

Exactly, you can see the original colour through the holes of the liner

Apart from that, not only the colour makes a liner early or late.

Don't think so Patrick. The top pad is clearly black, but the side pads look like natural rubber.
