Of course those pads are tan. You see this mixture of pads often on early war helmets. Nothing more than using leftover parts, a common feature of German manufacturing we often encounter in this hobby.

Original M38, but with post-war Bulgarian paint .

That makes sense: there are some cyrillic letters written on the leather: ТИТ.
This should be a first name, at least in russian: Titus.

They don't look quite like the earlier yellow pads at the side, they look more like discoloured / faded black pads around the edges.

That's a low serial number what year would this be, any doubts on the
liner is this 100% original.
