    This medal seems vaguely familiar but I just can't place it - veteran's group?, city-state award?, not German but Austrian or Hungarian or ?

    Any help would be appreciated.

                    That is very well possible.
                    I don't know them all, but I know there area number of different "styles" (the basic design is the same, and all have at least 4 or 5 grades.
